In July of 2004, the City of Dallas Department of Aviation contracted with GS&P to review their 2001 master plan to validate or recommend revisions to the information provided in the report, when compared to post September 11, 2001 aircraft operations and passenger activity levels allowable under the Wright Amendment.
The Terminal Area Redevelopment Program Study (TARPS) was subsequently developed to assist the City of Dallas in planning for future facility growth and determine the best practical use of Dallas Love Field terminal area facilities within currently accepted Federal Aviation Administration (FAA) guidelines for facility development. With the phased removal of the Wright Amendment, GS&P presented proposed terminal facility improvement scenarios based on the requirements of the new Five Party Agreement. The Dallas City Council adopted the TARPS in 2008 as the terminal facility master plan for the planned public/private partnership expansion of Dallas Love Field. Since the adoption of the TARPS, GS&P continues to provide advisory services to the Department of Aviation to help integrate the TARPS guidelines into the Love Field Master Plan and terminal expansion.
